All-right, I'll start the discussion.
Base 75/95/95 Defences aren't fantastic, but it's not going to be too squishy.
Base 75/75 Attacks are okay.
Base 113 Speed is Jarooda's best stat and is high enough to out speed most Pokemon without a Scarf.
Jarooda's move pool is limited (counted 58 attacks total).

Dragon Tail
Pursuit
Aerial Ace
Return/ Frustration
Main special attacks:
Giga Drain
Leaf Storm
Grass Knot
Energy Ball
Wring Out
Hidden Power

Taunt

Some attacks mentioned normally wouldn't be considered, however they do have their uses on Jarooda.

Taunt/ Mean Look/ Toxic/ Calm Mind/ Hidden Power Ice
232 Speed EVs and a Timid Nature allows Jarooda to out speed Timid 252 Gengar and the like, 252 HP and 26 Defence will give the most overall bulk for Jarooda and its subs.
Giga Drain has 10 PP (16 with PP Pluses) in B/W and a base 75 battle power, so it is preferable to Energy Ball (Same PP, 80 Battle Power) fore extra healing.
For your fourth slot Taunt will make sure you get those subs and seeds out and will prevent Jarooda from being set up on or forced to switch (unless your opponent has Dragon Tail).
Mean Look will keep your opponent's Pokemon in the game, so they won't be able to switch to get rid of Leech Seed.
Toxic combined with Leech Seed will do n+2/16 Max HP per turn, where N starts at 1 and will raise by one each turn (so 3/16, than 4/16, etc) which adds up quickly.
Calm Mind will boost the amount of damage you do with Giga Drain (as well as the amount you heal) at the same time raising the special bulk of your subs.
Hidden Power Ice will hit other grass types you can't seed as well as Flying and Dragon Pokemon, Fire can be used if you rather have something to take out Bugs and Steels than Flying and Dragon.

After setting up dual screens Jarooda will have 516/516 defences with 354 HP, so it won't be too hard to paralyse your opponent's team with Glare and Dragon Tail (and force entry hazard damage). 0 EVs and a Jolly nature will allow Jarooda to out speed 252/ Jolly Gyarados by 1 point (288 vs 287), 44 speed EVs will out speed neutral base 100 and 152 will let you out speed + speed base 100 Pokemon.

Jarooda/Jalorda will probably be BL or UU. It's stats aren't too great aside from speed. It could have been a decent lead if its movepool had been larger. Aside from the sets you posted, it probably wont be much help unless for some reason you need a sunny day. If it ever had a chance to set up, it'd be great, but based on the 4th generation metagame, it's not going to have anytime to do that before it's gone.
