Swords dance will boost his already above average attack stat. This can make for a sweep in late game. Stone Edge combined with Cross Chop make great coverage, I myself use this set and I use Sucker Punch to take out faster enemies. Although Sucker Punch hits Psychics hard they also can set up quite easily on this set, that's why X-Scissor is a decent choice as well. Lastly I have added Earthquake to this set to hit some harder but its not needed all that often.

If you use Earthquake use Poison Jab instead of Cross Chop. Earthquake will hit Poisons that Poison Jab doesn't hurt all that much.

Life Orb can give much need power and in a rain with dry skin Toxicroak heals himself right up. Wide Lens is only needed in the Cross Chop/Stone Edge set, to give a boost of accuracy to the 80% attacks.

Standard hit and run Choice Bander. The first three moves are a must for power and coverage. Earthquake hits its other poison types hard, while Poison Jab can give you another STAB option. Pursuit can be fun to hit running enemies, but the choice is down to what your team needs.

Nasty Frog

Nature: Modest (+Sp Atk / -Atk) / Timid (+Spd / -Atk)

Although he has a lower Special Attack do not underestimate the power behind this set.

Vacuum Wave alone makes this worthwhile. With STAB, Life Orb, and Nasty Plot you have a good chance to OHKO plenty of UU pokemon. Shadow Ball helps against Ghosts and Psychics, like Hypno, Grumpig, and Claydol. HP Ice can OHKO Altaria, Nidoqueen and Sandslash after a Nasty Plot.

Sludge Bomb is nice for STAB and it outclasses Focus Blasts low accuracy.

Sub Punch

Nature: Adamant (+Atk / -Sp Atk)

Substitute
Focus Punch
Sucker Punch
Stone Edge / Earthquake / Poison Jab

This set works so well together. Substitute not only allows you to Focus Punch, but it also encurages your opponent to attack, which makes Sucker Punch less of a risk to use. Set up a Substitute on one of Toxicroak's multiple resists and start killing.

Rain Dance

Use Rain Dance to heal with Dry Skin. With Life Orb you lose 10%, but with Dry Skin and Rain Dance you gain 12.5% of HP per turn.

Counters

Nidoking and Nidoqueen can stop him if hes missing both HP ice or Earthquake. Claydol can do well against him. Most sturdy grounds do well as well. While the best is probably Steelix who can not be OHKOed by SD Cross Chop. Ghosts with status or substitute can be a problem as well.
