A power anklet is simply a EV-effort value- raising item.
The item lowers speed and gives i believe 4 evs to speed.

This is is like a stat boost for every 4 EV's you gain. *information is at link*
Every pokemon gives a certain EV in stat raising so finding the perfect pokemon to fight with a high encounter-rate is what is generally needed.
If you want to find EV hotspots look up "EV hotspots" on google or any search engine but make sure it is for D/P
